Out on the valley floor there is not much standing between a fence and moving air. A tall solid panel is a sail, and it does not care that you bought it for privacy. Wind loads a fence unevenly, pushing, releasing, and pushing again, and every cycle works the posts a little looser in their holes. That is why wind damage rarely announces itself. You do not usually watch a fence go over in a single storm. You watch it lean a degree at a time across a couple of seasons until one windy week finishes the job the previous ones started.
Where the damage lands depends on how the fence was built. If the posts were set deep and the panels fastened lightly, the panels blow out and the frame survives, which is the cheaper failure. If the panels were built stiff and the posts set shallow, the fence carries that load down into the ground and posts snap or tip, which is the expensive one. Neither is bad luck. Both are design decisions made months earlier, usually by whoever was trying to finish in a day. A West Valley City yard deserves the version that assumes wind is coming.
Wind resistance is mostly bought underground. Deeper holes, wider footings, tighter post spacing, and heavier posts all buy margin, and they cost time rather than cleverness. Frost depth in Utah puts a floor under how shallow you can go before heaving becomes its own separate problem, so on an exposed run the honest answer is usually deeper than the minimum rather than equal to it. Concrete needs to be placed and shaped so water sheds away from the post instead of pooling at the collar. Gates fail first everywhere, because a gate is the only part of a fence that moves. Add wind and it gets worse. A gate left unlatched becomes a lever swinging on its hinges, and every gust racks the frame a little further out of square. Wide gates for trailers and equipment are harder on hardware simply because the leaf is longer, so a double gate with a drop rod is often kinder than one enormous swing. If your current gate already sags, deal with it before it works the post loose, because a leaning gate post takes the fence sections next to it along for the ride.
Anything that lets air through does better than a solid wall. Chain link and aluminum barely register wind at all. Wood with spaced pickets, a shadowbox layout, or an open top section passes gusts while still screening the yard. Solid vinyl and solid wood catch the most, which is fine as long as the posts, spacing, and footings were designed for that load. Material matters less than whether the person who built it planned for exposure.
That is often the fence working the way it should. When panel fasteners give up before the posts do, the wind load never reaches the footings, so you replace panels instead of digging out broken posts and pouring new ones. Some builders design exposed runs that way on purpose. Check the posts anyway after a big storm, since a post can be loosened in its hole without looking any different from above the ground.

Removing a top board to open a gap, swapping a solid top section for lattice or spaced pickets, or converting some panels to a shadowbox pattern all reduce the load without a full rebuild. Have someone check the posts while the panels are off, because a fence that has spent years fighting wind may already have movement underground, and fresh panels would only hide it for a while.
